Background of the Study

The earliest usage of Closed Circuit Television (CCTV) actually dates back to 1942 when it was first used by the military in Germany. The military used remote cameras with black and white monitors to observe the launch of V2 rockets. During the 1940’s the US military also used CCTV when developing and testing atomic weapons, as this allowed them to observe the tests from a safe distance.

In the years since that time CCTV has become very common in non government and military sites. In the 1970’s and 1980’s CCTV was commonly used as an added security measure in banks. Many other retailers also began to use these CCTV’s in their stores as a method to both prevent and record any possible crime. They are extremely popular in convenience stores and gas stations. Gas stations have used them to record drivers who leave without paying for their gas. There is no proof that CCTV’s decreased crime rates, but they have been very successful in helping to apprehend criminals who were recorded in the act.

CCTV’s also became very useful in monitoring traffic. Britain first started using them for this purpose and thousands of cameras were placed all over the city to monitor traffic and to see if there were accidents. Since that time they have been placed in vehicles such as taxis, buses and trains. They have also been placed in private areas such as parking lots to attempt to decrease instances of vandalism. In the 1990’s certain cities in the US and Canada used these CCTV’s to track traffic violators and in turn they were sent tickets automatically after getting caught on tape.

In the Philippines most business establishments and major thoroughfares have CCTV surveillance and have become very useful in solving crimes. In the past 3-4 years, there have been numerous incidences of crimes that have been caught by CCTV, some range from violent to more mundane robberies and traffic law violations. The crimes that were definitively solved quickly by CCTV’s continue to pile on, and politicians are taking notice. Today some government officials in city governments and congress are pushing for more usage of the technology.

Here in Iloilo City all high risk business establishments are required to install a close circuit television (CCTV) camera system as a requisite for applying a business permit or renewal of license by 2013. These establishments include banks, moneychangers, pawnshops, credit facilities, and other financial institutions as well as hotels, shopping malls, and supermarkets that are easy and frequent targets of lawless elements.

City Mayor Jed Patrick Mabilog issued Executive Order 029 last August 2, 2012 creating the CCTV Camera Council and defining its roles and functions as an oversight body tasked to approve, control, and supervise all CCTV camera use and installation within the city.The council is chaired by City Councilor Nielex Tupas for City Council committees on Tourism and Trade and Industry, co-chaired by Iloilo City Police Office Chief Superintendent Marietto Valerio with members: City Engineer Karl Quimsing, businessmen Oscar Chua and Francis Sio, Joeboy Agriam of the chamber of commerce and industry and National Telecommunication Commission (NTC) OIC Engineer Nestor Monroy. Installation of CCTV camera on high risk businesses were given as compliance to the provision of Regulation Ordinance 2011-307. Statement of the Problem

This study aims to determine the importance of CCTV on establishments in Iloilo Doctors’ College:
Specifically, this study aims to answer the following questions:
1. What are the Demographic profiles of the students?
2. What is the importance of CCTV on establishments in Iloilo Doctors’ College?
3. What are the advantages of CCTV?
4. What are the disadvantages of CCTV?
5. There is no significance in the importance of CCTV on establishments in Iloilo Doctors’ College. Scope and Delimitations of the Study
This study “The Importance of CCTV on Establishments of Iloilo Doctors’ College” will focus on CCTV’s installed in the establishments of Iloilo Doctors’ College. It will also focus on the importance of CCTV in the security and safety of the students.

Significance of the study
This study aims to know the importance of CCTV on establishments in Iloilo Doctors’ College which will be beneficial to the following:
Investment on surveillance camera systems ensures parents and guardians that the general safety of students are being addressed during school hours and all after-school extracurricular activities and programs.

CCTV can protect faculty and staff against violence. At the same time, it can also protect them from false accusations – perhaps coming from colleagues. This can also give security and safety to them.

CCTV can not only catch criminals in the act, but the very presence of CCTV systems can make a would-be criminal think twice about any wrong-doing.
Definition of terms
CCTV or CLOSE CIRCUIT TELEVISION- is a TV system in which signals are not publicly distributed but are monitored, primarily for surveillance and
security purposes.
IMPORTANCE- the quality or condition of being important; significance.
SECURITY- is the degree of resistance to, or protection from, harm. It applies to any vulnerable and valuable asset, such as a person, dwelling, community, nation, or organization; the state of being free from danger or threat.

SURVEILLANCE- is the monitoring of the behavior, activities, or other changing information, usually of people for the purpose of influencing, managing, directing, or protecting them.[2] This can include observation from a distance by means of electronic equipment (such as CCTV cameras), or interception of electronically transmitted information (such as Internet traffic or phone calls); and it can refer to simple, relatively no- or low-technology methods such as human intelligence agents and postal interception.
